Article 51.1 previously was:
51.1. Composition of teams
The teams will be composed of 19 persons:
12 players, 1 head of delegation, 1 accompanying referee and 5 other persons (see also Articles 16 and 88.3).
OR
The teams will be composed of a maximum of 21 persons:
14 players, 1 head of delegation, 1 accompanying referee and 5 other persons (see also Articles 16 and 88.3).
Note: If a team chooses to have 14 players,
1. they are responsible for all costs for the two (2) extra Players.
2. for each game of the tournament the coach can select any 12 players from the team of 14. The
official list of players for each game must consist of 12 players and will be presented to the
Commissioner 1 hour prior to the start of the game and no changes for that game are permitted once
this list is submitted.
3. the players must retain the same number for the whole tournament.
Numbers 4 to 15 must be used and the remaining must be according to the regulations, that is: 20 to
25, 30 to 35, 40 to 45 and 50 to 55.
4. the principle of only one (1) naturalised player is maintained.

Re: No 14 player rosters
Right now it was only there for the women's tournament, men have had 12 player rosters all the time. At least I hadn't seen the same article in men's tournament regulations.
